National Harmonised Regulatory Framework for Natural Gas from Coal Seams - Review and Name Change (December 2018)

On 9 December 2011, the former Standing Council on Energy and Resources agreed to develop and implement a harmonised framework for coal seam gas to address key areas of community concern. The National Harmonised Regulatory Framework for Natural Gas from Coal Seams was endorsed by the Council on 31 May 2013. Between 2013 and 2016, State and Northern Territory governments reported annually on the framework’s implementation.
The framework was reviewed in 2017 resulting in 16 new leading practices grouped into six broad themes. On 18 December 2018, Resources Ministers agreed to the new Leading Practices Guide for Coal Seam Gas Development in Australia, which replaced the framework.
The review was informed by reports on leading practice and a review of regulatory changes that occurred since the original framework was prepared. Copies of the reports and the original 2013 framework can be found below.
