Retailer Reliability Obligation

Public Consultation

The Energy Security Board (ESB) invites stakeholders interested in the Retailer Reliability Obligation (RRO) to the following:

  1. Forums on the detailed design of the RRO. This forum will go through all elements of the RRO and allow stakeholders to seek clarification or ask general questions. This forum will be held in Melbourne on Monday 18 March 2019 and in Sydney on Wednesday 20 March 2019 from 1:00 – 4:30pm.
     
  2. Workshops to discuss in detail elements of the retailer reliability obligation. The Australian Energy Regulator and Australian Energy Market Operator will present on topics including information about the process for the guidelines to be developed under the draft Rules, the Reliability Forecast and how demand will be determined. Other topics will likely include the Market Liquidity Obligation and the process for deeming obligated parties and the POLR cost recovery mechanism. Further, stakeholders will be provided an opportunity to raise any thoughts about the draft Rules. The Workshops will be held in Melbourne on Monday 25 March 2019 from 1:00 – 4:30pm and in Sydney on Wednesday 27 March 2019 from 9:00am – 12:30pm.

Draft Rules Consultation Paper

On 8 November 2019, the ESB released a RRO Draft Rules Consultation Paper which describes the elements of the RRO which are proposed to be included in the National Electricity Rules. This Consultation Paper has been released along with the draft National Electricity Rules amendments and an online RRO Illustrative Timeline.

Consultation on the RRO Draft Rules will close on 5 April 2019.

COAG Consultation Regulation Impact Statement – COAG Energy Council

On 30 November 2018, ESB, on behalf of the Council of Australian Governments (COAG) Energy Council released an impact assessment of the RRO for the National Electricity Market (NEM). This document, along with the Consultation on Retailer Reliability Obligation Legislative Amendments released by the ESB and the previous COAG Consultation RIS on the National Energy Guarantee released on 29 June 2018, were collectively considered by the OBPR as meeting the COAG Consultation RIS requirements for the RRO.

Consultation on the RRO Legislative Amendments closed on 22 November 2018 and consultation on the RRO impact assessment closed on 12 December 2018.
