Review of Governance Arrangements for Australian Energy Markets - Issues Paper

On 11 December 2014, the Energy Council agreed to the Terms of Reference for a Review of Governance Arrangements for Australian Energy Markets. The Review was initiated in response to a Council of Australian Governments (COAG) commitment to review the governance arrangements in the Australian energy market five years after the establishment of the Australian Energy Market Operator in 2009. The Expert Panel comprised Dr Michael Vertigan as Chair, Professor George Yarrow and Mr Euan Morton.
In keeping with the Review's Terms of Reference, the Panel noted the Review was intended to be highly consultative and would examine the broad energy market institutional structure created by COAG as well as the legislative framework that establishes and assigns functions to institutions.
An Issues Paper was prepared to assist individuals and organisations to prepare submissions to the issues phase of the Review. Copies of the submissions received in response to the Issues Paper are provided below, excluding where stakeholders clearly indicated that a submission should remain confidential, either in whole or in part.
